Research firm Cowen and Company surveyed 1,200 people last week, 28 percent of which were paying Netflix subscribers and another 18 percent who possessed access to a Netflix streaming account. Nearly 10 percent of those surveyed had watched House of Cards during the first few weeks it was available. These viewers streamed an average of six episodes of the new original series.

The company was forced to black out selected programming on WHAM after WKBW-TV, channel 7 in Buffalo, exercised its right under the Federal Communications Commission’s non-duplication rule. This rule allows a local station within each Designated Market Area to request that a video provider like a cable or satellite company black duplicate programming for an out-of-town station also offered by the provider.
