A U.S. regulator is to request backup power requirements for telephone companies including Verizon Communications Inc. as a way to prevent any repeats of the emergency- service disruptions to over 3 million people after storms last June, claim officials. Furthermore, carriers will find it necessary to more closely monitor their networks and would face improved outage-reporting requirements under proposals that are to be announced today by the Federal Communications Commission, according to two agency officials requesting to not be named since the proposal has not been made public.
